Like chromium, manganese and a few others, cobalt is another metal that is widely used in the making of steel alloys but which is rarely seen in its pure form. Since almost all of the metal is used in alloying for one use or another very little of it is refined above the 99% mark which accounts for its comparatively high cost versus its general availability.
